Participation:

GUIDELINES FOR PARTICIPATION IN TROOP 70 TRIPS

In order to participate in Troop 70 trips and outings, a scout is expected to be an "active" member of the troop.  An active member is a scout who:


1.  Has participated in at least one service project during the past year.
2.  Is making progress toward rank advancement and/or merit badge requirements.
3.  As often as possible, attends regularly scheduled troop meetings.
4.  Has participated in at least one troop fundraising project during the year.

 
Discipline:

The following type actions will result in disciplinary actions accordingly.  This list will be updated until a complete list is obtained. There are behavior actions that will not be delineated here but will require discipline action. This policy is set to insure that the scouting experience is enjoyable for the scouts, and leaders. The scout in violation does have recourse for rebuttal or if he desires a tribunal to hear his case. The policy includes the following but is not limited to these types of actions only.

1. Violation of the Scout Law.
2. Unlawful action.
3. Intentional safety violations, which could result in injury to oneself or jeopardize the safety of others.
4. Disrespect of leaders and /or other scouts.
5. Failure to obey Leaders instructions.
6. Bullying and/or intimidating other scouts.
7. Threatening violence or violent acts.
8. Repeated use of profanity or obscenities or bringing pornographic material to an activity.

The leaders will determine the appropriate disciplinary action for each violation.  Repeat offenders will be dealt more severe discipline than the one time offender.  Discipline may include dishwashing, latrine cleanup, or grounds cleanup.  The more severe discipline  will include requiring the scout to attend activities with their parent.  Removal from the troop when personal safety of the scouts is jeopardized will also be an option.          


 
Tents:

Periodically boys will be assigned a tent to bring home with them after an outing.  When your son brings home a tent from an event it must be opened up to dry and air.  All debris and dirt must be removed from the tent.  The tent and all its stakes, poles, and other parts should be put in the bag and brought to the next regular meeting.  If there is any damage, it should be noted and brought to the attention of the scoutmaster or another leader.


 
General Accounts and Scouting Accounts in the troop

I. Funds
All funds, whether donated or generated by fundraising activities of the scouts, leaders, parents or entities not related to BSA Troop 70, are to be controlled by the BSA Troop 70 committee, acting under the charter of The Boy Scouts of America and the Wacousta Community United Methodist Church.  All funds belong to BSA Troop 70 as a whole.

II. Management
Accounting for, spending of, and dispersal of BSA Troop 70 funds will be done by the BSA Troop 70 Committee, in accordance with the guidelines set forth in this document.  Changes and amendments to this policy can be made by a majority vote of BSA Troop 70 committee members.  Such a vote will take place at a regularly scheduled and announced BSA Troop 70 Committee Meeting.  Only BSA registered committee persons shall participate in these votes.

III. Troop 70 General Fund
Money for this fund can come from direct donations, BSA Troop 70 fundraising activities, or unused funds from special or scout accounts.  This fund can be used to cover costs related but not wholly limited to:
- BSA Troop 70 activities (e.g. Northwoods, Philmont, Camp Kiwanis, Zap Zone, other outings)
- Equipment used for BSA Troop 70 activities (e.g. Tents, Tarps, Trailer, Camping Equipment, Books, Maps, Flags, Ceremonial Items)
- Food for BSA Troop 70 activities (e.g. Pizza night, Troop Dinners, Camporee and camp outs.)
- Scout Organization Fees, (e.g. Re-chartering, merit badges, adult leader dues)
- Recognition presentations (e.g. Eagle Scout Ceremony Cakes, Leadership recognition plaques and gifts)

IV. Troop 70 Special Purpose Accounts
Money for this fund can come from direct donations, BSA Troop 70 fundraising activities.  These accounts exist to aid in the administration of activities and special events.  These accounts are generally short term in their existence, and when dissolved, remaining funds should be rolled in to one of the more permanent accounts.  Examples of this type of account are:
- Fundraising accounts (e.g. Spaghetti Dinner, Popcorn, Wreaths)
- High Adventure (e.g. Sea Base, Philmont, Northwoods, Yellowstone)
- BSA Troop 70 Eagle Scout Fund- This fund is long term in nature and has been set up as a way to help fund Troop 70 Eagle Scout Projects.  It also serves as a place to put excess funds generated but not spent on Eagle Scout Projects.
- Individual Eagle Scout Accounts- set up to manage the funds for one scout's Eagle Scout Project.  Upon completion of the project the scout may refund money to donors or roll excess money into the BSA Troop 70 Eagle Scout Fund.  This will depend on what he has established as protocol for the funds donated to his project.

V.
In accordance with the principle of "A Scout Pays His Own Way",  BSA Troop 70 encourages scouts to participate in troop fundraising activities.  Depending on the activity, BSA Troop 70 allows a portion of the proceeds of those events to be earmarked to aid that scout in his scouting career.  BSA Troop 70 keeps an accounting of all such funds and the BSA Troop 70 Committee regulates their expenditure. The scout must be a charter member of BSA Troop 70 (dues paid). The BSA Troop 70 Committee encourages all scouts to take advantage of this program.

The BSA Troop 70 Committee has approved following guidelines for spending of Scout Account funds:
- BSA Troop 70, BSA National or Chief Okemos Council activities (e.g. Northwoods, Philmont, Camp Kiwanis, Zap Zone, other outings)
- Equipment used for BSA Troop 70 activities (e.g. Tents, Tarps, Trailer, Camping Equipment, Boots, Books, Maps, Flags, Ceremonial Items, SCUBA equipment, equipment used to earn merit badges,)
- Food for BSA Troop 70 activities (e.g. Pizza night, Troop Dinners, Camporee and camp outs.)
- Scout Organization Fees, (e.g. Re-chartering)

BSA Troop 70 scouts must apply to the BSA Troop 70 Committee to be granted use of these funds.  The following are the steps scouts must take to access these funds.  For outings and activities and re-charter a scout should fill out the fund transfer form and submit it to the adult leader organizing that activity or function.  The BSA Troop 70 Committee Treasurer will make the proper adjustments.

  For purchases of equipment a scout can submit a receipt with a written request for reimbursement.  Upon BSA Troop 70 Committee approval (The BSA Troop 70 Committee may appoint a sub-committee for this review and approval.) the Committee Treasurer will issue a check to the scout's parent or guardian.  It is suggested that prior to the purchase of equipment the scout discuss the possibility of reimbursement with the Scoutmaster or one of the Asst. Scoutmasters.

  Scouts may request access to these funds while they are members of BSA Troop 70.  Funds may be redistributed by request among scouts of the same family at any time.  Funds may be transferred to another troop in the scouts name in the case of relocation.

  If a boy chooses to leave scouting or turns eighteen 50% of the balance in his scouting account will revert to the troop general fund.  He will be granted 30 days to petition the BSA Troop 70 Committee for reimbursement of expenditures for scouting related equipment, or he may request that the funds in his scout account be placed in any of the other BSA Troop 70 funds.  No other claims will be honored.  If neither of these requests is made, the remaining funds in the account will be transferred into the Troop 70 General Fund.

  Any scout that is removed from the Troop 70 roster for disciplinary reasons forfeits any claim to scouting account funds.
